Page 1 / 5 Under the overall supervision of the Chief of Mission (CoM) of IOM Mauritania and direct supervision of the Project Manager (Governance of Migration) , the successful candidate will assist with the implementation of the activities of the project "Contribute to strengthening the governance and management of migration and borders, and facilitate the protection, return and sustainable reintegration of migrants in Mauritania”. S/he will be responsible for contributing to the project development, reporting, institutional and donor liaison Core Functions / Responsibilities: 1. In coordination with the Project Manager , coordinate the implementation of the Integrated Border Management component, by contributing to the oversight of the sufficient administrative and operational measures. Assist with the implementation and monitoring of the operational, financial and administrative aspects of the Integrated Border Management component, including the implementation of capacity building initiatives on Border Management. Contribute to the of competency-based training needs assessments, provide support in developing the Training Modules and mainstream such training within National Border Management training programmes. a) Participate in the timely recruitment and training of national and international contractors and consultants for contribution to the project in accordance with IOM's procedures and regulations. b) Coordinate the functional and technical specifications for the tender documents on the construction and refurbishment of border crossing points for the police and the gendarmerie. Review the publication and award of the tender and provide technical support for the implementation of the construction process with high quality of work. c) Draft documentation for the procurement, installation and configuration of equipment and network connectivity. d) Track and monitor the completion of research studies. e) Support the implementation of activities to involve border communities. f) Maintain and update specific training modules. Provide technical inputs for the capacity building activities. Monitor the training conducted by external experts. 2. Contribute to and monitor the proper utilization of standard operating procedures, manuals, guidance notes, tools and methodologies in the implementation of project activities. 3. Compile regular project updates and assist the Chief of Mission in liaison with donors,, government and other stakeholders (documentation, presentation, analysis etc.) in relation to the project. 4. Undertake travel duties related to the project/programme assessment, monitoring or evaluation. 5. Assist in liaising with the donor representatives and governmental counterparts in order to facilitate regular communication and smooth implementation of the project activities. 6. Contribute to production of regular project narrative reports, briefings and background information requested by the Government, donors and other entities, assist with the production of financial reports in accordance with project reporting requirements in coordination with the Project Manager. 7. Contribute to the development of new programmes and activities, in cooperation with the relevant authorities, United Nations (UN) organizations, civil society, media and public/private entities in relation to both internal and international migration. 8. Page 2 / 5 Required Qualifications and Experience: Education • Master's degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience • Experience of working and communicating with local authorities is an advantage; • Experience in project development, specifically in public administration, implementation and evaluation, and/or program management; • Familiarity in financial management of the projects; • Previous related experience in the West African counties is an advantage. Skills • Good knowledge of border management, training and capacity building, as well as general migration issues; • Good knowledge of project formulation, administration and evaluation techniques and practices; • Ability to supervise staff and work effectively with local authorities, stakeholders, beneficiaries, and border communities to promote IOM’s objectives; • Capacity to implement programmes on migration and border management; • Skills in preparing project proposals, monitoring and evaluation, and report writing; and • Demonstrated ability and willingness to work in challenging areas/ situations, and drive for results. Languages IOM’s official languages are English, French, and Spanish. For this position, fluency in French and English is required (oral and written). Working knowledge of Arabic, local languages and/or Spanish is an advantage.
