Background:
Pakistan’s geography makes it vulnerable to a number of natural disasters (e.g. flooding, cyclones, landslides, droughts, heatwaves, earthquakes) at the expense of socio-economic losses. In the past few decades alone, Pakistan has been a victim of 78 floods affecting over 76 million people, 15 heat waves (e.g. in Karachi in 2015 and 2017), various cyclones (e.g. Yemyin 2007 with over 1.5 million people affected) and a series of calamitous droughts (10 were reported in the period 1998-2014). Based on the current data, it is anticipated that the negative effects of these recurring disasters will have a significant impact on lives and livelihoods. According to international research on climate vulnerability, Pakistan consistently ranks as one of the top ten countries most affected (Global Climate Risk Index, 2017). The World Bank has also highlighted Pakistan as Asia’s hotspot to be impacted by global temperature and rainfall anomalies that will increase the intensity, magnitude and frequency of the disasters.  More frequent and intense floods along rivers, salination of farmland, increased soil erosion, and in the more long-term, the melting of glaciers in northern areas will force ever larger portions of the population to resettle. Rainfall patterns in particular and the change in seasonal variation and intensity of the rains are having a negative impact on energy production, irrigation, growing seasons and yields, thus threatening food security. Furthermore, the resulting floods also contribute to the potential increased spread of infectious diseases (e.g. dengue fever and malaria). Recently, the government also declared a drought emergency, with extensive periods of drought affecting lives and livelihoods of millions of people in Baluchistan and Sindh provinces.
