Operational Context:  

The incumbent is responsible for provision of expert technical support and advice on activities within the areas of refugee and host community infrastructures (such as health and education facilities), shelters and WASH activities and related technical sectors as an integral part of UNHCR programmes in Pakistan, including the RAHA Program.

The Assistant Field Officer (Engineering) reports to the Senior Programme Officer. He/she provides functional advice and support to the Senior Management in the Country Office, Islamabad (COI) and the Sub-Offices when required; and monitors construction and engineering standards, operational procedures and practices in-line with international, national and/or UNHCR specific standards.
The Assistant Field Officer (Engineering) will also provide assistance to the Administration and Supply Units through technical inputs for projects and will help coordinate the quality, timely and effective completion of the projects. S/he will also be the focal point within the Programme Unit in the PPE exercise and bid evaluations.
Furthermore, the incumbent will assist the management in coordination with the government and the other UN agencies to identify opportunities to mainstream and integrate projects for UNHCR Persons of Concern and the community and help in answering the technical queries in operational responses in all sectors.

Functional Statement: 

-        Supports the implementation of UNHCR’s Country Operation Plan and sector-level strategic plans ensuring the adoption and implementation of internationally accepted and UNHCR endorsed standards, policies, and guidelines for infrastructures and WASH according to the specific situation of UNHCR’s Persons of Concern and the operational context.
-        Represents UNHCR in relevant meetings, technical forums and conferences when requested.

Responsibility :

-        For UNHCR programmes including RAHA, will review all surveys, field investigations, designs, drawings and specifications, recommending required changes needed to provide more cost-effective solutions. Will provide support in designing and implementation of activities and projects including, but not limited to, carrying out technical evaluation of proposals and bids, provision of technical assistance in developing designs and BoQs, site(s) validation, technical monitoring and validation of projects.
-        Consolidate and provide technical guidance and support to partners on all infrastructures and related sector issues within the AOR in order to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation.
-        Assist in reviewing partner performance, monitoring development and evaluating approaches adopted by partners in infra structures and WASH and related sectors (e.g. natural resources management, environmental assessment, etc.) and formulate appropriate designs and corrective measures as deemed necessary.
-        Put measures in place to ensure that regular and accurate reports regarding the analysis of the challenges encountered in providing infrastructures and related services for UNHCR beneficiaries are prepared and circulated in a timely manner.
-        Facilitate capacity strengthening activities of UNHCR Pakistan and its operational partners to address key areas of infrastructures and related services

Essential Minimum Qualifications and Experience:
-        University degree in engineering and/or postgraduate degree in one of the civil engineering disciplines. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
-        5-6 years of progressively responsible functions in civil / water/ sanitation engineering or a related field.
-        Experience and professional training in site planning and shelter construction.
-        Knowledge of English.

Desirable Qualifications & Competencies:

-        Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
-        Experience and professional training in other related field such as WASH, etc.
-        Good communicator with strong interpersonal and negotiations skills to deal with persons of various cultural and educational backgrounds.
-        Proficiency in water CAD or AUTO CAD software.
-        Ability towards analytical and creative thinking for rapid solutions.
-        Team player with service oriented attitudes.
-        Applied knowledge in UNHCR programme management, project formulation, programme cycles and reporting standards.
-        Proficiency in basic computer software such as Excel, PowerPoint, Word and preferably GIS.
