Position Summary & Job Purpose

The DCOP will backstop the Chief of Party (COP) in the management of the USAID funded Sustainable Energy for Pakistan (SEP) Project. The project supports the Government of Pakistan’s (GOP’s) efforts to increase the financially sustainable delivery of clean energy services to spur the economic and social development of the country. This job fixed term for the remaining life of the project through April 2021.

Position Responsibilities

  • Work closely with the four technical component directors to achieve defined project results, produce deliverables on schedule, and build successful partnerships with stakeholders, counterparts and donors
  • Assist the COP with day to day project management, quality control and the overall responsiveness to USAID
  • Manage the preparation of the project’s progress report, work-plans and other contractual deliverables
  • Supervise the project’s crosscutting personnel and activities training, monitoring and evaluation, communications, gender integration and environmental compliance
  • Assist the COP in collaboration with the Operations Director and home office staff on work-planning, activity design, scheduling and implementation, drafting technical justifications for USAID approvals, and reporting and budgeting
  • Coordinate with the home office and the Operations Director on the sourcing, recruiting, hiring and deployment and onboarding of staff, consultants and subcontractors
  • Maintain and update the project budget to mitigate cost overruns
  • Act as a liaison to the headquarters office in Arlington, VA for day-to-day problem solving
  • Serve as an acting Chief of Party (COP) in the absence of the COP
  • Perform other related duties as assigned

Essential KSA’s Required (experience, Skills, Education, Certification, Etc.)

  • 15+ years of relevant work experience with a Bachelor’s degree.
  • A Master’s degree strongly preferred.
  • At least 10 years providing management and leadership on high profile USAID or other donor-funded projects, preferably in the energy sector
  • Supervisory experience in the international development industry, specifically with long-term field staff and short-term U.S., third country, and local experts
  • Ability to establish solid working relationships with high-level/senior national and local government officials, the private sector and civil society
  • A proven record of excellent management, strong administrative and organizational skills, strategic thinking and decision-making, leadership, communication and interpersonal skills, including being a strong writer and articulate speaker
  • Language: Fluency in English is required with strong oral and written presentation skills.
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.

Valued But Not Required KSA’s

  • Familiarity or experience in the energy sector
  • Relevant professional experience supporting the implementation of donor-funded energy projects
  • Previous field experience, DCOP or equivalent
  • Management of complex programs
  • Asia/Pakistan Experience
  • Line management responsibility:
    Supervise 6 staff and consultants in cross-cutting areas

Office setting

This position is for immediate mobilization and fixed term for the remainder of the project life through April 2021.
